OK lets back track a bit, what exactly are you trying to do?

Are you trying to load a MP4 file into a stage?

This is what I meant by being a little more specific, I can't help unless I know exactly what your trying to do/accomplish.

Ok I don't know what the start.mp3 is for, is it for the screenpack, is it for a stage. You need to give more info. Also did you make sure to change the path that mugen uses to find that start.mp3 to now find the streetfighter(war).mp4, meaning did you place the mp4 in the same place the mp3 is and did you rename the path from the name of the mp3 to the mp4, another question is do you have a mugen pack that uses plugins and if so do you have the mp4 plugin, and if you have the mp4 plugin is it listed in the mugen.cfg (configuration file) file in the "data" folder? All this is just starting points really cause you need to list EXACTLY what you are doing and what steps you have tried and failed with. You need also to list what files these are for and possibly what screenpack you are using, anything you think will be  helpful for others to check off their list of possible causes for your headache. Not posting enough info gives those trying to help you headaches and will turn most away from trying.

Sorry but "start.mp3" is not the name of every SP's sound mp3 for the main menu, it is usually "Intro.mp3" for the intro sequence of course then you'll have a "system.mp3" for the main menu or sometimes it will be named "main_menu.mp3" then you'll have a "vs.mp3" and so on, so saying that "start.mp3" is in every SP is not correct, with that said you are obviously using a custom SP as it has custom named MP3 files for different parts of system operation. If you are trying to use an MP4 sound file in place of an MP3 sound file you will of course have to make sure you correctly change the path and you will need to make sure you have a plugin option for MP4 sound operation. Make sure you have an "in_mp4.dll" in the "plugins" folder and if not then let me know and I'll post a link for you, also make sure you "mugen.cfg" file in the "data" folder lists all the plugins that are used like so:

  ;List Winamp-compatible plugins here.
  ;Specify the filename of the plugin and the list of file types to
  ;use the plugin for. One plugin per line.
  ;Example: plugin = plugins/my_plugin.dll, mp3, mp2, mpg
  ;
  ;If music is not looping with a particular plugin, you can try an
  ;optional first argument looptype=1 (seek to zero; may stutter)
  ;or looptype=2 (reload plugin; slow).
  ;Example: plugin = looptype=1, plugins/my_plugin.dll, mp3, mp2, mpg
plugin = looptype=1, plugins/DJ-VAN.dll, mp3, mp2, mpg
plugin = looptype=1, plugins/in_mp4.dll
;plugin = looptype=1, plugins/in_vorbis.dll, ogg

Simply check to see what plugins are listed and then add a line and type in:

plugin = looptype=1, plugins/in_mp4.dll

Doing these suggested modifications should get your MP4 working properly.

Ok here is a pack of plugins and it includes a text file to show you how to list them to work.

I really don't know what you did wrong but you have to UNZIP the .rar file I posted first, then copy the in_mp4.dll plugin that unzips to your "Plugins" folder, once you do that then you open up the "mugen.cfg" file in the "data" folder which is the configurations file and look for the section of coding that looks like this:

Example:

  ;List Winamp-compatible plugins here.
  ;Specify the filename of the plugin and the list of file types to
  ;use the plugin for. One plugin per line.
  ;Example: plugin = plugins/my_plugin.dll, mp3, mp2, mpg
  ;
  ;If music is not looping with a particular plugin, you can try an
  ;optional first argument looptype=1 (seek to zero; may stutter)
  ;or looptype=1 (reload plugin; slow).
  ;Example: plugin = looptype=1, plugins/my_plugin.dll, mp3, mp2, mpg
plugin = looptype=2, plugins/DJ-VAN.dll, mp3, mp2, mpg
plugin = looptype=2,plugins/in_mp3.dll,mp3
plugin = looptype=2,plugins/in_mad.dll,mp3,mp2,mpg
plugin = looptype=2,plugins/in_mp3PRO.dll,mp3
plugin = looptype=2,plugins/in_vorbis.dll, ogg
plugin = looptype=2,plugins/in_adx.dll, adx
plugin = looptype=2,plugins/in_ape.dll, ape
plugin = looptype=2,plugins/in_snes.dll, spc,sp1,sp2,sp3,sp4,sp5,sp6,sp7,sp8,sp9,sp0
plugin = looptype=2,plugins/in_psf.dll, psf, minipsf, psf2, minipsf2, psflib, psf2lib
plugin = looptype=2,plugins/in_qsf.dll, qsf, miniqsf, qsflib
plugin = looptype=2,plugins/in_ym.dll, gym, cym
plugin = looptype=2,plugins/zlib.dll, zip

Then you'll add a line like this:

plugin = looptype=2,plugins/in_mp4.dll, mp4

Now try this and see what happens, if it works then good if it doesn't then I have gave you all the info I have, maybe it's time for someone else to try to help you cause I have failed. :-X

OR CONVERT THE BLOODY THING TO MP3!!!!!!!!!!!!!!!!!!!!!
